Emergency Response Force (ERF)

The Emergency Response Force (ERF) is an emergency management volunteer program supervised by the Office of Emergency Management and Volunteer Services.

Emergency Response Force (ERF) is an elite cadre of highly trained volunteers dedicated to assisting the City before, during, and after an emergency or disaster. ERF serves under the direction of the Office of Emergency Management & Volunteers Services (OEM), as part of the City Public Safety network.

ERF may be called to assist in a variety of service areas, such as:

  • Staffing First Aid booth at 15+ planned City events a year
  • First responder rehabilitation during an incident
  • Conducting disaster preparedness community outreach
  • Assisting with Points of Distribution sites
  • Providing assistance at EOC, disaster shelters, etc.
  • ..and much more!

ERF members are trained by OEM in numerous emergency management specialty areas, such as:

  • SEMS/NIMS
  • First Aid/CPR
  • Stop the Bleed
  • Listos
  • CERT
  • EOC Operations
  • Mass Care & Shelter Operations

ERF members may receive training in these areas:

  • AHA Healthcare Provider
  • National Health & Safety First Aid
  • AHA Heartsaver AED
  • Emergency Response to Terrorism
  • Care & Shelter Operations
  • Crisis Intervention
  • Standardized Emergency Management System (SEMS)
  • Community Emergency Response Team (FEMA CERT)
  • Damage Assessment
  • Traffic Control
  • Driving Safety
  • Search & Rescue
  • Triage
  • Evacuation Techniques
  • EOC Support
  • Red Cross Disaster Action Team

ERF Volunteer Requirements

Volunteers are not required to have a first responder background to join ERF; however, there are a few requirements to join:

  • Must successfully pass a comprehensive DOJ/FBI background check
  • Be able to bend, lift, stand, or sit for extended periods of time
  • Commit to volunteering 5+ hours per month for at least two years (on average)
  • Successfully complete City-provided (free) trainings (First Aid/CPR, FEMA, etc.)
  • Work well in a team enviroment under potentially stressful/time sensitive circumstances
